What is required by law? 

 

The Minimum High School Graduation Requirements regulation 704 KAR 3:305  requires ILPs for the graduating class of 2012 and beyond.  This allows schools to phase in the transition from the paper-based Individual Graduation Plans (IGPs) to the web-enabled ILPs; however KDE encourages schools to implement the ILPs as quickly as possible.  It is important to remember that students in the graduating classes of 2008-2011 who do not have an ILP must have a completed IGP to fulfill their high school graduation requirements.

 

The revision to Section 2(7) of 703 KAR 5:020, Formula for Determining School Accountability states that beginning with reporting in 2009-2010 the values for transition to adult life shall be a system of base and bonus points.  The points shall be based upon those graduating students who have a completed ILP and those graduates who meet additional criteria.  Note: Please be aware that the proposed state budget may impact the state’s ability to collect the full range of accountability factors included in future transition to adult life calculations. Details will be sent as budget issues are resolved.

Data regarding completed IGPs or ILPs will be collected through the electronic web-based ILP system. When a student uses the web-based system to complete the ILP, state-level reporting on ILP completion is available from the system. If a student has a paper-based IGP, schools will certify in the same web-based system that an up-to-date IGP is on file and available for inspection.

 

Data for transition to adult life will be collected in October/November 2009 for the graduating Class of 2009.  Nonacademic data, including transition to adult life measures, is lagged one-year for reporting. Data collected regarding the Class of 2009 will be reported in fall 2010.

As the ILP contact at our school, how do I find parent access information?

1) Please log into your School ILP Administration tool.

2) To the left of your Advisor Homepage is a panel of blue links, look for the one that reads "Manage Parent Accounts."

3) Once you have clicked on this link, you will have a page that has 4 links. The first one is "Parent/Guardian ILP Access Information."

4) Once you have clicked on this link, you will have the usernames and passwords for all the parent accounts listed at your school.

 

In the top right corner, you can export this information into an Excel Spreadsheet by clicking on "Export" after selecting the Excel icon.

 

What is a good way to let parents know their username and passwords?

There are many ways to share this information and no one way is better. Here are a few suggestions.

Ø       During Parent/Teacher conferences, have teachers share this information with parents. You can also have the counselor, or anyone with knowledge of the system, set up in a lab and demonstrate what ILPs are and how to access them. 

Ø       Send information about ILPs and how parents can access them from home in newsletters. Ask parents to call the school for usernames and passwords to protect confidentiality.

Ø       If you have Advisor/Advisee groups, have the Advisors call home and give parents a brief overview of ILPs and how they can access them.

Ø       Make sure that every time a parent comes into your building, they get reminded about ILPs (ARC meetings, P/T conferences, interactions with parents during disciplinary issues, even when they come to check students in or out of school) and always offer passwords.

Ø       Develop a school-wide email distribution list so that the counselor, or ILP person, can send information to the entire group, or send passwords to parents individually.

Ø       Some schools have the capacity to include this information on grade cards/progress reports. Even if you can’t individualize the passwords, you can include reminders for parents to call the school about this information.

 

There are many different ways to communicate this information to parents. Just do what works best for your students and parents.

 

Does every graduate, class 2008, have to have a completed ILP?

No, the 2008 graduates don't but the 2009 graduates will have to have a completed ILP for assessment and accountability.  A completed IGP will count for an ILP even though the accountability regulation states that all graduates starting with the class of 2009 must have a completed ILP. Until the class of 2012 when students must have a completed ILP every year in order to graduate, a completed IGP will count in place of the ILP for accountability. There will be a system within the electronic ILP in which schools can mark and verify that there is a completed IGP on file at the school. This functionality is not available yet.

 

The formula for determining school accountability regulation 703 KAR 5:020 states in section 2 (7) Beginning with reporting in 2009-2010 the values for transition to adult life shall be a system of base and bonus points.  The points shall be based upon those graduating students who have a completed Individual Learning Plan (ILP) and .....

 

If they were just enrolled through STI this week, they might appear next week, but will probably be there the following week.  There are many factors that play into the ILP getting the data.  The process that occurs is this.  A student is enrolled in STI.  Then the school replicates changes to STIDistrict (this varies from district to district on how often).  Then  STIDistrict replicates changes to STIState (requested daily, but sometimes only happens weekly).  On Friday, we take the changes that have been replicated to STIState for the week and send them to the ILPs.  By Monday, the ILPs have been updated with any changes that STIState has received the week before.

 

Are students who are working toward earning a Certificate rather than a Diploma required to complete an Individual Learning Plan?

Yes, all students are required to participate in the Individual Learning Plan (ILP) process. However, some students who are in a Certificate Program may not be able to access the web-enabled plan or may have needs that would be better addressed through an alternative format. It is permissible for these students to develop as many of the components of the web-enabled ILP as their abilities and accommodations will allow. It is also permissible for these students to use the hard copy "Individual Graduation Plan (IGP) for Certificate Students" as their ILP. The ILP, and when necessary the IGP, represent important student decisions that provide the Admissions and Release Committee (ARC) essential information as they implement the requirements of the Individuals with Disabilities Education Act regarding transition in the Individual Education Program (IEP). The ARC can help in making decisions about how much of the ILP process a student in a certificate program can utilize the ILP or if the student needs to use an the alternative format of the IGP.

KDE is in the process of creating an alternative ILP for students in Certificate Programs. This alternative ILP will be an enhancement released in the future.

As your schools continue the implementation of the ILP process, staff will need to make decisions about how to implement the process including modifications and accommodations when needed. Special Education personnel are encouraged to discuss your schools’ procedures for implementing the ILP for all students with the staff responsible for the ILP process.

  

Why can't we see a particular student in our school student list?

There are multiple reasons why students my not have access to an ILP.  For example;

Students may be newly enrolled in a school,

Students may be partial day students,

Students may have a duplicate SSID number in STI.

Schools should keep in mind the replication process and update process from the School STI system to the ILP system can take 2 -3 weeks.  This could cause schools to not be able to view a students ILP during this time. When the school enrolls a student or corrects something in STI it will take a few weeks for it to show up in the ILP.  This includes students transferring. 

Schools should allow 2 weeks before they make a report that a student is missing.

I have a student missing who was a senior last year. How do I retrieve his ILP?

This student could have rolled off the SIS with your other graduates. Check your STI to see if he shows up in gray and is inactive. If so, this is a school level issue and can be resolved by reactivating the student and changing his grade back to 12th. There isn’t any need to contact KDE since his information will be updated automatically the next time KDE does data extraction (usually on Fridays). By the beginning of the next week, the student’s ILP will be on your school list and you can assign a teacher to him.

 

Once I email, or call KDE, about ILP issues what is the process?

Many students in the state have had duplicate SSIDs with in the Student Information System (STI or IC).  When this occurs, the student can not be assigned an ILP.  KDE has been working to fix these SSIDs for students, and has made great progress in getting students a unique SSID, therefore an ILP as well.  But getting these new SSID to be active is a challenge.  Please see the blue notice below to insure that the changes we make at the state level can be reflected in the school STI system.

All the SSID changes that we are making in the State Database cannot take affect until the District Enrollment program at each district is shut down and reopened daily. This will enable the changes to be pushed down to the school level to fix many issues that you have identifying students within the database.

Please remember that KDE can not add students to the ILP list at a school.  This information is automatically uploaded into the system from the data that is extracted from STI or IC from your schools STI or IC data.  If the data is not in STIState or ICState when we extract  weekly (usually on Fridays) then it will not be updated in the ILP system that week.

 

When should we do the annual review and student survey in the ILP?  

The annual review was created with the intent that it would be used at the end of the year, to review the student's progress after the student has completed the ILP for the year.  It should remain incomplete until the time that the student has met with the teacher/advisor and parents have had time to review the ILP. (This is similar to the IGP annual review where the parent had to sign off that they had seen and reviewed the IGP).  Once the annual review has taken place, and the advisor has marked it complete (meaning that the review with student and parent is complete) the student survey will be made available to the student the next time the student logs in to the ILP.  The completion bar will not get to 100 until these two things have happened.  Parent review is required according to the Minimum High School Graduation Requirements regulation.

Can the advisor or student work in the ILP after it is 100% complete?   

After a student has reached 100% complete (they've completed the annual review and student survey), they and the advisor can still visit, change, explore, and reflect in the ILP.  It will remain at 100% unless something is deleted and the review and revise section at the bottom of the page is saved to reflect that deletion.

 

Why is my students completion status bar not moving ?   

If teachers/advisors are noticing that the completion status bar is not changing there could be a couple of reasons for that.  Depending on the grade level, some components are not required for that grade level, therefore would not change the status bar. (If the review and revise box doesn't show up at the bottom of the page, then it is not required for that grade level and the status bar will not change)   If the student didn't check the box in the review and revise box, then save that check, it will not move the status bar, even if they save the information at the top of the page with the save button under the information.  They must save in the review and revise box as well. Once they've saved the section through the review and revise box, going back and adding, changing or  saving additional information will not move the status bar any further along, because that section actually has been completed and counted towards the 100% completion status once.

 

Is the IGP(Individual Graduation Plan) the same thing as the ILP?   

Yes and no.  The ILP is the electronic web-enabled version of the paper-based IGP.  It will contain the same information that students gathered with the IGP but the ILP will have many more capabilities than was available on the paper-based IGP. It will contain similar information as the former IGP, transcript-like info, and quite a bit more, such as student education plan information and the ability to upload media files, pictures, etc. to have a complete picture of the student's learning plan, past, present and future.

 

Will the ILP originate in the 8th grade?     

The newly revised High School Minimum Graduation Requirements Regulation states that beginning with the graduating class of 2013, 6th grade students will begin developing their ILP.  Sixth grade students for the 2006-2007 school year would be the graduating class of 2013, so they would need an ILP.

 

Do I use the paper version with my current 8th grade students? 

Since, the electronic ILP is available this 2006-2007 school year, the decision is yours.  The information that students would be putting into the paper-based IGP folder will be the same information that will go in the electronic ILP, so it will be repetitive, but ultimately the decision is a local school decision.  It is strongly suggested that all schools migrate from the paper version to the web-enabled ILP during the 2006-2007 school year.

 

Do we have to use the IGP Paper Folders?     

No, unless you choose to do so.  Having an electronic ILP will replace the requirement of having a paper folder, so if students have an ILP completed for the 2006-2007 school year, a paper folder will not be required.
